Registering for Treatment of disease, disorder or injury at sporting and cultural events

This consultation asks for your feedback on our proposed new guidance to help providers and other stakeholders understand the recent changes to the regulated activity of Treatment of disease, disorder or injury.
Why we are updating our guidance
The government has recently amended the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 to bring health care and treatment delivered at sporting and cultural events into scope of CQC regulation.
This means that if you provide any health care or treatment at an event site that meets the criteria of the regulated activity of Treatment of disease, disorder or injury (TDDI), you will need to register with CQC.
Our current published guidance on the Scope of registration explains this regulated activity. To clarify the new registration requirements, we will update the section in the guidance that relates to the regulated activity of Treatment of disease, disorder or injury.
We want to know if:
- this proposed additional content explains the new requirements clearly.
- you understand the new requirements and whether you will need to register for the regulated activity.
What we are asking you to do
Read our proposed additions for the Scope of registration (new content is highlighted in yellow and removed content is highlighted in red) and our draft interim supporting guidance.
The supporting guidance explains:
- what the change is
- why it is happening
- who needs to register
- the timescales for registering with CQC
- examples of common registration queries for different types of providers.

Closing date
The government has set out the timescales for the regulation to come into force on 7 September 2026 (for the purposes of registration).
Therefore, to enable us to consider all responses and make any changes to our guidance, you need to submit your response to this consultation by 5pm on Friday 19 June.

The information you include in your answers will be analysed by CQC staff. We are not collecting any personal data and ask that you do not include any personal information in your responses. The email address used for verification is not stored and will not be linked to the survey responses.
