
Update from CQC's Regulators Pioneers Fund project
The Health Inequalities Improvement Framework was developed through a structured process of scoping, co-design, testing, and refinement. Each phase involved a collaborative effort with ICSs, VCSEs, and people with lived experience, ensuring the framework is practical, impactful, and ready to drive meaningful change in tackling health inequalities.

Phases
Testing phase
Between September and November 2024, the framework was tested with four ICSs: Black Country ICS, Gloucestershire ICS, Hampshire and Isle of Wight ICS, and Nottingham and Nottinghamshire ICS. Testing evaluated the framework’s usability, relevance, and ability to support ICSs in assessing and improving engagement strategies to reduce health inequalities.
Key learnings from the testing phase:
- Flexibility: The framework’s adaptable structure allows ICSs to focus on priorities unique to their contexts.
- Guidance: ICSs emphasized the need for clear guidance and real-world examples for effective implementation.
- Impact Measurement: Feedback highlighted the importance of tracking tangible outcomes.
- Resourcing: Integration with existing population health strategies proved critical for resource-constrained environments.
